Building on my early research on the Portuguese external debt and on the experience of bringing Portugal back to international borrowing in 1993 , I have served as financial adviser to cities and regions. In particular, I advised the Autonomous Region of the Azores who issued the first ever eurobond by a Portuguese subnational government.

Under sponsorship from the Luso-American Development Foundation, I have been researching the economics of municipal financing with my Nova colleagues Rui Baleiras and Fernando Gabriel. A first paper was presented at a conference in Palermo in July, 1996.

When the Republic received the Euromoney Borrower of the Year Award, in 1993 I won a special commendation in the Award for Best Finance Minister ,  which was given to India.
